It's hard to read at this resolution, but the museum sign below says "VOORD OF MARINUS- COULD THIS BE AN EARLY CYBERMAN?" So presumably it's a reconstruction by the museum based on conjecture of the "possible" origins of the Cybermen. Somtimes you can have your Continuity Cake and eat it too. ;)

Is that a Voord helmet? So World Shapers is definitely canon in this artist's view.
