putting doctor who up against itself will ensure it cant win, the vote will be split and, well you work it out, its an old trick!

Actually, the Hugo voting is not quite so straight forward as that. It's more like rating the options on a scale from 1 to 5. Who fandom knows how to play the Hugo votes to their favor, and one of tehse episode will most likely be the winner.
